Our team
We bring together experts in evaluation and strategic consulting from diverse academic and professional backgrounds.

Our consultants have expertise in, among other areas:

Benoît Charrière (FR, DE, EN)

Benoît Charrière holds a Master's degree in Geography, awarded in 2005 by the University of Fribourg and Fridrich Wilhelms University in Bonn, Germany.

Benoît co-founded Sofies SA in 2008, which has become a leader in sustainability and which became part of dss⁺ in 2021.

Benoît is a member of the Swiss Evaluation Society (SEVAL), and draws on his 15 years of experience in public policy development and evaluation. He has led a large number of projects focusing on regional development and circular economy for cities, regions, and cantons in French-speaking Switzerland as well as for the Swiss Confederation.

Currently, Benoît leads the Swiss public sector team within dss⁺. He provides support in setting up complex projects that bring together public and private stakeholders.

Since 2016, Benoît has been part of the operational management of the regiosuisse platform. He has been the driving force behind several initiatives, including La Fabrique Circulaire or the Star’Terre platform.

Luc Jaquet (FR, DE, EN)

Luc Jaquet holds a Master's degree in Development Studies from IHEID, which he obtained in 2010. Since 2011, he has specialised at dss+ (formerly Sofies) in regional development, sustainable business parks and public policies (including the design and evaluation of territorial strategies, subsidy programmes).

Luc applies evaluation methods to public policies at the federal, cantonal, and municipal levels, as well as to specific projects.

Since 2016, Luc has also been a member of the regiosuisse consortium, which supports the implementation of regional development in Switzerland. He leads a range of capacity-building activities, including the application of evaluation tools to both public and private projects.

Hélène Beaujet (FR, EN)

Hélène Beaujet holds a Master's degree in Economics and Public Policies from Sciences Po Paris and a Bachelor's degree in Life Sciences.

She joined dss⁺ in 2025, after working for more than 10 years with consulting firms specialising in supporting and evaluating public policies, mainly in the fields of health and social cohesion. She manages studies and evaluations for public institutions at both local and national levels, from the scoping phase through to the presentation of results and the formulation of recommendations.

She is experienced in designing data collection tools and conducting documentary and field research (including surveys, interviews, and focus groups).

Hélène is a member of the Swiss Evaluation Society (SEVAL).

Julia Desch(DE, EN)

Julia Desch holds a Bachelor's degree in International Management (2016) and a Master's degree in Service Management, with a specialisation in tourism, from Lund University in Sweden (2019). Since then, she has gained significant experience in change management, helping clients develop and implement agile and human-centered transformation strategies across a variety of sectors.

From 2021 to 2024, Julia worked at the crossroads of public policy and business, contributing to the development of Swiss economic areas and regions as a project manager.

She joined dss⁺ in 2025, where she makes the most of her expertise as part of the public sector team. Her professional background has enabled her to develop an in-depth understanding of the specific challenges facing the Swiss public sector..

Julia is also a member of the regiosuisseTeam.

Jeanne Amy(FR, EN)

Jeanne Amy holds a Bachelor's degree in Psychology and Social Sciences, as well as a Master's degree in Public Policy and Management, along with a CAS in Team Management (UNIL). After completing a rail project evaluation assignment for the Canton of Geneva, she spent three years coordinating the implementation of socio-professional integration measures and managing various projects within the Vaud cantonal administration (including training, event organisation, drafting of legal bases, evaluation, and internal control systems).

Jeanne joined dss⁺ and evaluanda in 2024. Drawing on her experience in public administrations, she has a comprehensive understanding of Swiss institutions and of the political, social, economic and legal issues that affect them. She is particularly interested in evaluating and supporting the implementation of public policies.

Jeanne is a member of the regiosuisse team. She is also a member of the Swiss Evaluation Society (SEVAL).

Alice Charpigny (FR, EN)

Alice Charpigny Jones is a Project Manager specialising in sustainability. She holds a degree in Agricultural and Agri-Food Engineering, as well as a CAS in Sustainable Development from the University of Geneva (2021).

Alice joined dss⁺ in 2023 with more than 10 years' experience in the food industry in France and in waste management for municipalities and the private sector in French-speaking Switzerland. She uses her project management and quality skills to work on waste management, sustainable food and the circular economy.

Her technical expertise and ability to bring stakeholders together make her a particularly valued professional in multi-stakeholder projects with cross-cutting issues.

Estelle Picard (FR, EN)

Estelle has over five years of experience working in sustainability in Switzerland, collaborating with both public and private sector organisations. She has a Degree in Management and Public Affairs with a focus on public-private partnerships to support sustainable development initiatives. She also holds a CAS in Sustainable Development from the University of Geneva (2021) and has experience in financing projects that have a positive social and environmental impact..

At dss⁺, Estelle leads multi-stakeholder projects and supports organisations in their sustainability journey, offering both strategic and operational guidance. She managed the Fabrique Circulaire programme (2021-2024) in the Cantons of Geneva and Vaud, helping nearly 30 SMEs transition to a circular economy while fostering synergies within local economic communities.Fabrique Circulaire(2021-2024) dans les Cantons de Genève et Vaud, ayant accompagné près de 30 PME vers l’économie circulaire et favorisé les synergies au sein des tissus économiques locaux.

Certified Circulab, Estelle facilitates workshops to engage stakeholders and help rethink organisational models. She is also a member of the coordination team for Star’Terre, an inter-cantonal agri-food innovation platform (Vaud, Geneva, Fribourg, Valais).
