Welcome to Evaluanda by dss⁺, your partner in evaluating, designing, and transforming your strategies, programmes and projects.
Welcome to evaluanda by dss⁺, your partner in designing and evaluating strategies, programmes, and public policies

We support public institutions, semi-public entities, associations, and private organizations in evaluating their initiatives. Our approach combines methodological rigour, deep understanding of on-the-ground challenges, as well as concrete and actionable recommendations.

With evaluanda by dss⁺, you benefit from an unique expertise that combines in-depth knowledge of socio-economic challenges with extensive experience working with institutional and multi-stakeholder environments. This enables us to deliver tailored and high-performing solutions.

Most importantly, we go beyond evaluation: we support you by designing and implementing a customised action plan that meets your specific needs.

Our services
Our approach is based on a strong conviction: an evaluation should not be an end in itself, but rather the starting point for lasting change.

Thanks to nearly 30 years of experience, we have developed a three-phase approach that supports you from the evaluation stage all the way through to the successful implementation of the necessary transformations.

1. Evaluation of a policy, programme, or project

  • Evaluation of the effectiveness, efficiency, relevance and coherence of your actions
  • Organisational analysis of your institution
  • Actionable recommendations for improvement

2. Definition of an Action Plan

  • Definition of strategic intervention areas
  • Stakeholder engagement
  • Alignment with the legal and political framework
  • Development of a financial plan
  • Establishment of an operational timeline
  • Selection of monitoring indicators

3. Supporting the implementation of the action plan

  • Progressive deployment of planned actions
  • Network facilitation
  • Monitoring of key indicators
  • Evaluation of implementation
By going beyond an evaluation report, our goal is to leverage the evaluation into a driver of transformation. We are committed to translating evaluation results into a realistic and tailored action plan while ensuring your teams fully embrace the recommendations.

Since the impact of an evaluation is significantly enhanced when all stakeholders are engaged, we also facilitate their active involvement to ensure the effective implementation of the action plan.
Our evaluation services are part of a broader range of offerings, which you can discover on our  dss⁺/Government.
